Management structure
Cairns Regional Council has adopted a high level organisational management structure.
Council's Chief Executive Officer has five general managers reporting directly to her as members of the Executive Team (ET). The ET was devolved the responsibility to implement adopted Council policy and the Operational Plan as well as overseeing the operations of Cairns Regional Council with the assistance of branch managers.

General Manager Water & Waste - Bruce Gardiner
Responsibilities: Water treatment & reticulation, wastewater treatment & reticulation, waste collection & disposal, infrastructure planning, infrastructure design & project delivery, revenue process, expenditure process, business support / customer service processes, safeplan, corporate & external reporting.General Manager Corporate Services - Linda Kirchner
Services and support in the areas of People & Organisational Development, Information Services, Financial Services, Service Quality, Governance and Corporate Projects & Research. Lead role in supporting the Community & Corporate Planning, Budgeting, Service Excellence, Audit Committee and Internal Audit. Support to the business of Council (including minute taking).
General Manager Infrastructure Services - Ross McKim
Responsibilities: Capital works preconstruction and delivery, infrastructure planning and specifications, works investigations, construction of roads, drains, parks and minor works, maintenance of roads, drains, parks and minor works, natural and cultural resources and noxious plant control, parks and foreshores, Partnership Cairns management, facilities maintenance, design and survey services, disaster management, and management of the Council's fleet and mechanical services.
General Manager Planning & Environment - Peter Tabulo
Integrated Development Assessment; Development Engineering; Strategic Land Use Planning; Regional Planning; Environmental Planning; Building Regulation; Building Certification; Environmental Protection; Public Health; Vector Control; cemeteries; Local Law Compliance; Regulated Parking.
General Manager Community, Sport & Cultural Services – Ian Lowth
Cultural services and facilities; sport, recreation & community development; Tanks Arts Centre; Civic Theatre, Southern Suburbs Support; Cairns Botanic Gardens; Sugarworld Gardens; Inner City Facilities; memorials & public art; art gallery liaison; Cairns Libraries, caravan parks, park bookings, camping grounds, swimming pools, leisure venues.
