TC Jasper post-event reviews

Post-event evaluations of emergency management are critical to help emergency services providers and communities learn to build disaster resilience. The reviews undertaken provide a number of recommendations for improvements across all governments, and private and volunteer agencies.

After-Action Review (AAR) Local Disaster Coordination Tropical Cyclone Jasper and Associated Floods on behalf of the LDMG

Forge Consulting was engaged to undertake an independent post-event evaluation of the LDMG, Human and Social Sub- Committee and the Incident Management Team (IMT) Cells during events associated with TC Jasper. Outsourcing this review provided an objective and transparent appraisal of emergency management performance. The AAR is not a critique of operations; instead, it aims to contribute to the LDMG's continuous improvement and quality assurance processes.

The AAR was conducted in February 2024, with input received across operational, tactical and strategic aspects from over 110 members of the LDMG, IMT and sub-committees. This approach is used as standard practice for emergency services agencies and the Australian Defence Force to understand and improve capability and responses by those directly involved.

The Forge Advisory report, available for download below, contains over-arching recommendations to the LDMG. All 17 recommendations have been accepted by the LDMG and work has begun on implementing ahead of the 2024/25 wet weather season.

Office of the Inspector General Emergency Management review into the 2023/24 severe weather season

On 18 April 2024, the Minister for Police and Community Safety tasked the Office of the Inspector-General of Emergency Management (the Office of the IGEM) to undertake a review of the 2023/24 Severe Weather Season.

In undertaking the review, the Office of the IGEM will work closely with local, state, and federal agencies, impacted communities, and other relevant stakeholders to obtain information to assist in the Review.

Council’s submission, available for download below, covers each of the key focus areas and identified a number of issues and potential enhancements to inform and deliver continuous improvement in QDMA.
